1. Introduction to Civil Protection
The MPF is the primary enforcement body serving the Universal Union. Officers maintain order, suppress resistance, and protect Combine interests. You do not question — you serve.

3. Ranks and Progression
Recruit to Officer is a progression of discipline, efficiency, and loyalty. Promotions are performance-based. Command roles are assigned by Sector Command.
4. Duties and Responsibilities
- Citizen management and control
- Urban patrol and enforcement
- Processing detainees and conducting interrogations
- Anti-citizen suppression
- Daily report filing
5. Behavioral Protocols
- Radio discipline is mandatory
- Emotion is a liability
- Sympathy is betrayal
- All activity must be logged
6. Patrol Regulations
RCTs are not allowed to patrol alone. Higher ranks oversee patrol routes and lockdown procedures. Command clearance is required for escalated actions.
7. Use of Force Guidelines
- Verbal: One warning
- Stun Baton: For non-compliance
- Sidearm: Lethal force for active threats only
- SMG/AR2: EpU or OTA use only
8. Citizen Classification
- Green: Loyalist
- White: Compliant
- Yellow: Malcompliant
- Red: Anti-Citizen
- BOL: Person of Interest

11. Judicial Processing
- Tier 1: Loitering, graffiti – 1-2 cycles
- Tier 2: Ration breach – 3-5 cycles
- Tier 3: Weapon possession – 7+ cycles
- Tier 4: Anti-citizen activity – Amputation
12. Contraband Classification
- Low: Books, tools
- Mid: Resistance flyers, meds
- High: Weapons, Resistance gear
13. Incident Reporting
All encounters must be documented. Include: CID, offense, action taken, rank, and witnesses.
14. Promotion & Discipline
Promotion: Clean record, patrol time, leadership.
Discipline: Unauthorized force, insubordination, emotional behavior.
